This is just a guess based on what I saw in the video. The shock collar has a remote. If you open up the remote and find the 2 wires that go to the shock button, you can extend them out to a relay or something else and control the shocker like that. In this case, I think he's using an arduino with a relay board and LCD to control the shocker. For the actual tugger part, I'm not sure what that is. I would have to research different force sensors to figure it out. You could make a simpler version using a normally closed switch in the same way that you used for your peristaltic pump project, iirc.

Be very crude and wouldn’t have the variable limit. But would work. I’m lookiNg at digital luggage scales at the moment. I’m pretty sure I could modify one of those.
