Eh, if you had a top or dress with beige and black stripes then the nylons/shoes combo would be ok. Or if the top and skirt had some combo of beige and black.

In general, shoes should be darker (or same color) then nylons. Of course, there are some good but rare exception of that.

Like this. Pantyhose are sheer black. Black opaques will not fit good in this combination. Also, the tan ones , no matter the thicknes. In case she will wear black shoes, than tan pantyhose is more then welcome.
But , that's only my opinion.
